No ₦100m Missing: Kaduna Revenue Agency Dismisses El-Rufai’s Allegations

The Kaduna State Internal Revenue Service (KADIRS) has refuted claims by former Governor Nasir El-Rufai regarding a decline in the state’s Internally Generated Revenue (IGR) and an alleged illegal transfer of ₦100 million.

At a press conference, KADIRS Executive Chairman Jerry Adams described El-Rufai’s statements as misleading, stating that revenue collection under Governor Uba Sani’s administration has actually increased.

El-Rufai had alleged that Kaduna’s monthly IGR had dropped from ₦7 billion to ₦2 billion. However, Adams countered that the highest revenue collected during El-Rufai’s tenure was ₦59 billion in 2022, averaging ₦4.9 billion per month. He further explained that a significant portion of the revenue from 2019 to 2022 came from one-off inflows such as back-duty recoveries and government property sales, amounting to ₦45 billion.

“When these one-off inflows are removed, the actual monthly revenue collected during that period tells a different story,” Adams stated.

Addressing allegations of ₦100 million being illegally transferred, Adams dismissed the claim as “completely false,” emphasizing that all payments are made through the automated PAYKADUNA portal and deposited directly into the state’s Treasury Single Account (TSA).

Adams further highlighted that Kaduna’s revenue performance has improved significantly under Uba Sani’s administration. He noted that in 2023, the state recorded an IGR of ₦62.48 billion, which increased to ₦71 billion in 2024—translating to average monthly collections of ₦5.2 billion and ₦6.0 billion, respectively.

“In January and February 2025 alone, Kaduna State has already collected ₦7.46 billion and ₦6.68 billion, totaling ₦14.16 billion in just two months—without any back-duty recoveries,” Adams stated.

He reaffirmed the government’s commitment to strengthening revenue mobilization and ensuring sustainable governance in the state.
