Peter Mbah Signs Executive Order to End Confusion in Enugu Land Transactions

In a historic move aimed at improving transparency and streamlining land transactions, Enugu State Governor Peter Mbah has signed the Land Use Regulation 2025 and Executive Order No. 1, 2025. The new regulation designates entire Local Government Areas (LGAs) and parts of others as urban areas, marking a significant milestone in the state’s urban development strategy.

At the signing ceremony held on Thursday, Governor Mbah declared, “This is a major milestone that will bring clarity to land transactions, ending hidden charges, double allocations, and confusion in our land management system.”

Under the provisions of the Executive Order, the entirety of Enugu East, Enugu North, Enugu South, Udi, Nkanu West, Nkanu East, and Nsukka LGAs are now classified as urban areas. Additionally, specific zones in other LGAs have been similarly designated, including: Aninri LGA: Ndeabor (10km radius), Oduma (20km radius), Agwu LGA: Agwu Town (25km radius), Ihe, Agbogugu, Mgbowo, and others, Ezeagu LGA: Aguobuowa, Oghe, Igbo-Etiti LGA: Ogbede, Ukehe, Aku, Igbo Eze North LGA: Enugu Ezike, Isi-Uzo LGA: Ikem, Eha-Amufu

Governor Mbah emphasized the regulation’s role in promoting transparency by eliminating hidden charges and specifying timelines and fees for land transactions. “This initiative aligns with the recently launched Enugu State Geographic Information System (ENGIS), designed to fast-track land title applications and other administrative processes,” he noted.

Mbah highlighted that the new regulation would ease business operations and enhance the state’s revenue, stating, “With this, prospective applicants can now confidently engage in land transactions without fear of hidden charges or delays.”

The governor expressed optimism that the reclassification of rural areas as urban would empower residents to obtain Certificates of Occupancy, boosting property ownership and economic growth. “This will open opportunities for property development and investments, furthering our vision for a prosperous Enugu State,” Mbah said.

Governor Mbah assured that his administration would embark on extensive public enlightenment campaigns to educate citizens on the new processes under the regulation. “The timeline for each application is now clearly defined, ensuring seamless land transactions,” he added.

The signing of the Land Use Regulation and Executive Order marks a transformative step in Enugu State’s journey toward urban modernization and economic progress.
